Every House and Senate member who files STOCK Act trade disclosures is tracked as a voice in Quantral. When a member discloses a trade, a purchase counts as a bullish call and a sale as a bearish call. Each call is graded on whether it played out, and members appear on the same leaderboard as every other investor Quantral tracks.
As soon as they are filed. The law gives members up to 45 days to disclose a trade, so a trade usually becomes public days to weeks after it happened. Quantral shows it once the disclosure is out, which means a congress trade is never a real-time signal, and it is worth checking how far the stock has already moved.
